MEMORANDUM

TO: The Florida Westcor Family
FROM: Mary O'Donnell, President
DATE: August 27, 2007

As you are undoubtedly aware, there is much controversy regarding the Title Industry coming out of state government and local and national publications. Last Thursday the OIR subpoenaed several underwriters to give testimony on title insurance business practices. No agents were invited or allowed to participate. Yesterday, the St. Pete Time published a scathing editorial about our industry.  (http://www.sptimes.com/2007/08/26/Opinion/Put_an_end_to_title_i.shtmlMany unfair accusations are being made and the industry is under attack.

Westcor feels that the role of the independent title agent has not been defended adequately. We commit once again to be a vehicle through which the valuable and indispensable services rendered by title agents can be presented, evaluated, properly recognized and properly compensated.

We solicit your help in providing to us information to rebut these unfounded accusations which undoubtedly inflame you as they do us. A true story of the efficient delivery of title insurance by the agent system, together with the rates and associated charges must be assembled and the value proposition of the industry justified. We know that you possess knowledge of your local market and can assist us in bringing together a focused voice in Tallahassee that will provide a forum for the title agent's story to be told.

Your comments should be directed to Agentresponse@wltic.com

As we have said in the past, you did not cause this problem; Westcor did not cause this problem. But Westcor intends to be at the forefront, seeking fairness for its agents. Now, more than ever, you as the agent should "vote your dollars" as we work together to protect your right to compete fairly and be fairly compensated for your valuable services.
